The JSE policy allows for many different pathways to fill a position in the Service. We’ve produced a handy guide to guide you through the different options and their implications.
- Rapid filling of COVID Surge functions
- A surge function is a role ‘required to be filled to manage the Victoria’ Government’s coronavirus (COVID-19) response, including in relation to the provision of additional capacity to perform critical, essential, support and other emerging or required functions across the Victorian public sector and other consequential functions such as backfilling’.
- Surge functions 6 months’ or less in duration can be undertaken by existing Victorian Public Sector employees without the need to advertise on JSE
- Departments must advertise all surge function opportunities on LiveHire
- If surge functions cannot be filled by an existing Victorian Public Sector employee, surge functions can be advertised on Working for Victoria (WfV) (plus any other advertising channels)
- Externally advertised VPS roles relating to the COVID pandemic (of up to 6 months duration should be advertised through WfV and other platforms as required
- Jobs & Skills Exchange Jobs Board
- Short-term opportunities up to 6 months’ duration must be advertised through the JSE for minimum 5 business days (including 1 weekend)
- Opportunities longer than 6 months must be advertised on the JSE for a minimum 10 business days (and must include 2 weekends)
- If a suitable candidate is not found … approval must be sought to commence external recruitment.
- Secondment opportunities must be advertised on the JSE
- External advertising must occur in parallel with readvertising on the JSE
- Immediate External Advertising (in parallel with the JSE)
- In rare circumstances, where specialist skills are required, approval may be sought for immediate external advertising (in parallel with advertising on the JSE platform)
- For roles subject to s.12 of the Equal Opportunity Act 2010, approval may be sought for immediate external advertising (in parallel with advertising on the JSE platform).
- Some VPS employment programs will be advertised externally and JSE advertising is encouraged.
- Pre-approval for external advertising may be given for a specific role (before the role is advertised) in the event that it does not receive any applications through the JSE.
- Temporary Acting Opportunities
- A temporary acting opportunity fills a role temporarily vacated by an employee (eg. by taking leave or going on secondment) or a vacant role for which a substantive recruitment process is underway.
- Temporary Acting Opportunities up to 6 months – can be filled with a current VPS employee.
- Advertising on JSE is not mandatory, but encouraged.
- Temporary Acting Opportunities more than 6 months must be advertised through the JSE.
- Standing up a new urgent team
- Direct appointments of VPS staff are permitted for roles up to 12 weeks’ duration when standing up new teams in times of urgency and when the ongoing composition of the team is still being determined.
- Roles longer than 12 weeks must be advertised through the JSE.
- Once the team composition is determined, all roles must be advertised on the JSE
- Miscellaneous
- If a successful candidate resigns from a position within 3 months of the role being advertised, the vacancy can be filled with the next most suitable candidate from the recruitment process for that exact role.
- A new vacancy can be filled with a candidate deemed the next most suitable in a previous recruitment process if the VPS level, duties and business unit are the same and it is no later than 3 months after the conclusion of the previous recruitment process.
